Thank you for contacting me regarding global warming. I
appreciate hearing from you on this important issue.
Global warming is one of the most pressing issues facing
our nation, and it demands immediate action. As you may know,
in the 109th Congress I introduced H.R. 5049, the Keep America
Competitive Global Warming Policy Act of 2006. Now, in the
110th Congress I am working closely with several of my colleagues
from both political parties to improve on this bill and introduce
new legislation that will engage the U.S. House of Representatives
and break the stalemate that is preventing any federal action on the
issue of Global Warming.
My emerging global warming bill seeks to slow the growth
of greenhouse gases, and minimize any negative impacts to the
U.S. economy. It will spur innovation and keep America as a
leader in global technology. The bill aims to bring policy makers
from across the political spectrum together in a united effort to
curb the dramatic impacts of global warming. I believe Congress
must implement a policy that will slow, stabilize, and ultimately
reduce greenhouse gas emissions.

It is time for America to take steps to address global
warming. Curbing the growth of greenhouse gas emissions is just
one of many initiatives necessary for addressing the issue. On
January 8, 2007, I introduced H.R. 969, a bipartisan renewable
energy bill that would establish a federal Renewable Portfolio
Standard (RPS) requiring electric utilities to acquire 20 percent of
their electricity from wind, solar and other renewable energy
sources by 2020. The bill would also increase the federal
minimum standard mandating retail energy suppliers to diversify
their portfolios with the first increase set for 2010, consistently
increasing thereafter to meet the 2020 goal. After introduction,
H.R. 969 was referred to the House Committee on Energy and
Commerce where it awaits further action.
It is time for Congress to become proactive on mitigating
the impacts of global warming. Practical legislation coupled with
a concerted focus on curbing greenhouse gas emissions and energy
saving technology will increase our national energy independence
and make the United States a leader in energy efficiency and low
and no-carbon technologies. I am committed to ensuring that such
vital legislation is passed in the 110th Congress.
